Lugard, Lord (1858-1945), Frederick Dealtry Lugard, was one of the greatest British colonial administrators. He was governor general of Nigeria from 1914 to 1919. From 1922 to 1936, he was the United Kingdom member of the Permanent Mandates Commission of the League of Nations, a forerunner to the United Nations (see League of Nations). In an important book, The Dual Mandate in British Tropical Africa (1922), he said the colonial powers had a duty to develop their African colonies toward eventual self-government. He was born on Jan. 22, 1858, in Madras (present-day Chennai), India. He died on April 11, 1945.
