Andrews, Frank Maxwell (1884-1943), an American Army officer, was one of the first advocates of airpower. He was the first commander of the Army's General Headquarters Air Force, the first U.S. strategic bombing force, from 1935 to 1939. This group laid the foundation for the U.S. bombing effort in World War II. Andrews commanded U.S. forces in the Caribbean Sea in 1940 and in Europe in 1943.
